Can't Mobilize Troops

At the moment I'm playing as the California Republic and the entire game I haven't been able to mobilize my poor citizens. Im currently fielding around 120 brigades, controlled by the progressive party, and have around 8 million pop total with around 4 million that are RGO's. Please help Texas looks really good right now. ;D

That's odd. Do you play with some mods or something?

What does it say about how many mobilizable brigade you have in the military tab?
