I have PDM/0 and playing Austria-Hungary. I have 51/328 colonial points. 270 comes from improved tech. Somehow my ships do not count toward colonial points, I currently have 154 ships of different types, not above my supply limit.
Wiki page on colonization says they should add quite a few points. So is the mod causing the issue?

Yup, only naval bases give additional colonial points in PDM..., as far as i know and recall.

What do you refer to with "PDM/0" ?

edit: Oh, Divide by Zero ?
