You should be able to ally with the UK early on - but they're fairly useless. They are impressive in size and all, but the AI cannot really make use of transport and just sends a random 30k stack to Europe when in war every while. Russia usually allies France right away in my experience. Also Russia is fairly ♥♥♥♥.
Austria usually "forgets" to ban you in Saxony after a little bit. Just keep on trying.
Similiarly after this with the rest of the southern States. In the meantime just grab Hannover, Holstein (for North German Federation) and useful spheres to grab for your economy (Manchuria, Qinghai, Two Sicilies, ...).
You can also declare war on Austria - for this an alliance with the Ottomans can be useful, just to give the austrian armies yet another target.
You can make them give you sphere - or even force them down as Secondary Power by occupying them for a longer time, refusing to peace out, while you gain Alsaice-Lorraine from France. As soon Austria drops to 2ndary power, you add "Add to sphere" as a wargoal, peace out, form Germany and inherit all of Austria with it :P (-> Großdeutschland, Greater Germany).
Just form good armies (~6 Infantry, 5 Artillery, 1 Husar, 1 Engineer is ideal early on - do not skimp low on artillery!), pick your battles in good terrain (e.g. dont fight over rivers / into mountains etc.) and make good use of any military geniuses your army has to offer in terms of generals - then you dont need any allies in Singleplayer ;)
And dont be afraid to push taxes & tarrifs up high.
If you go to "Form Alliance" and hover over the "?", it'll tell you what influenced their decision btw.

It consists of allying the the Netherlands and helping its war on Belgium (if its going to happen which is hard to say, happend to me by accident admittedly).
It annexed Belgium then (in my last game).
During that war, Austria declared war on me and after winning the Netherlands war in a Blitzkrieg style (before allied armies an do much), i won the war against Austria with a
Humilate and take spherling CB for Saxony. A year later Netherlands took the place off Austria , Austria dropped to secondary power, i sphered them, tada, Greater Germany.
..and the bonus of Belgium being out of Frances sphere and you being allied to another at least capable GP and sulphur being on the world market and not sphered by England or France.
That all, as i said, IF possible...

The only problem then is, that the game is over pretty much as you are unopposable by the AI.
