annexing someone in my sphere?

i was germany annex luxembourg like that, how do i do that? or is that an event or dessision?

You can't annex anybody in your sphere.
There are a few events around tho. Mostly you can only get stuff without war like this:
- The sphere is in your cultural union
- You form a country
- Indian minor get inherited randomly after some time to the puppet & sphere master.
- Austria joins Germany / Texas etc. joins the US

Luxembourg you can only annex without war by having it in your sphere BEFORE you form Germany. When you form it then, you'll inherit it too. (same as with Austria).

no, germany was formed basicly 1914 borders and then randomely it inherited luxembourg, propably because culture, it has french-german culture.

If the Cutlure of Luxembourg has a majority of North Germans, and Luxembourg is sphered, it will be annaxed when Germany is formed, that should be the same with any other nation if I am correct, Luxemberg being the easiest because it starts out majority North German. The same fate is aplied for when Austria wants to form the South German Confederation, just instead of North German hafting to be the majority its South German that haft to be the majority.
