Garibaldi when?

It's 1873 and the promised redshirt uprising is nowhere to be seen. I'm playing S-P, I'm a GP for now, but I don't know if I can sphere everything before getting knocked down from the top 8. I need Garibaldi to show up and make Italy great again. Oh, I did see a small uprising in TS but it was crushed quickly. Hope there will be more. And if I have to do it the hard way, I hope I don't need Milan and everything else Austria is holding.

Well, it should eventually come.

Or you might as well do it the fast way and play as S-P, attack Two Sicilies early on, occupy them fully and wait until Redshirts spawn (1-2 years tops usually) due to their capped War exhaustion.
Then just let those rebels win and become Italy before 1840.

i've been occupying all of the 2 S for 7 years and still no rebel has popped up. revolt risk is at maximum levels, but nothing.

Thats very strange, I've never had that. Can you see the movement when you load the game as Two Sicilies?
