This comes from personal experience, I have all the DLC available, and my friends have none at all, and they can join my DLC matches without any problems. :)
Think of it as expansions sold piece by piece. If you buy all the DLC, it's about the same cost and amount of content as if you bought a traditional expansion. Only now you have the option to only buy the parts of it that you're interested in. The game was released two years ago, so it should be no surprise that a lot of additional stuff has been released since then.
