Allow people to play older versions of the game?

I think releasing a steam beta access code and letting people play older versions of it would improve the quality of the game since the current version is....let's say not exactly what I spent my money on.

Um, I looked it up and, if I'm looking at this guide correctly someone can get banned from steam for using the steam console.

Major correction, I still use the above method because I want the beta, not the alpha.
