If you look at the bit between the title and the thumb of the screenshot, it says, "I have a Construction Ship". There too, I couldn't even get as far as the window shown in the screenshot if I didn't have a Construction Ship.

Oh yes. I have Orbital Complexes, for which Deep Space Constructors is a prerequisite.
Middle window on the left, Available Designs, the grey bar there that says Stations? Yeah. I tried left-clicking it, right-clicking it, double-clicking it. Nothing happens.
It is a puzzlement, no?
There is a tech that allows you to build a station... I assume you have it, you seem to know what you are doing.
Haha, well, you might be giving me a little too much credit, but I do at least know how to look something up on the wiki and read what it says. There's a link to the Rorschach wiki page on Orbital Stations in my original post. I've read it and I have all the skills. I don't know WTF to say :)

Great idea. The Construction Ship is at system Junction (Not hard to find since I only have three systems), in the fleet named Reserve.
You have to design stations, or at least go through the motions. Apparently I never noticed the tab under Dreadnought in the design screen. Doh.
