Report a translation problem
There might be quests which are not completable without high enough persuasion, but the game is not designed so that all quests are completable with all characters... In fact, you cannot complete all quests with any one character.
So far the only quests I could not/cannot complete are those tied to persuasion (a half a dozen) which means that if you want to get the most out of this game the skill really does become a manditory skill. Nothing wrong with that, just wish that I had known just how important it really is- just like I wish I had known how worthless bows seem to be. At best you get 2-4 shots on someone before they walk up to you and at worst you get 2-4 shows before the enemy 2-4 ultra blasts you (with whatever long range they use) to death.
If/when I play again I will for sure won't be using accuracy and will be using persuasion... Possibly throwing together a small makeshift guide explaining as well.
-find the murderer (gem lady)
-give the gloves to the wizard
etc, etc, etc...
With the gloves, you need persuasion to bribe the assistant. However, that's not the only way.
The Nobleman's inheritance quest is complex, and I haven't designed any of the quests, so I don't know if there is a resolution to it without persuasion. However, that's two out of three 'problematic' quests which can be solved without persuasion. :)
Unsure about number 2... not reading any more options here
3 I read that all you need to do to solve the quest is talk to the gem lady with high speech- not very complex at all, just need the skill
Those were the three I could remember from memory and only 1 of the three you gave solutions to other than speech and I obviously already knew the "other" solution to that one because I mentioned getting myself stuck... Will look again when I play again...
Also, you don't need to start a new game to solve the quests which require persuasion. There are trainers in game who will train you in the various skills. You can find one which trains you high enough, then go back and finish the quests.

At the very least tell me "quest failed" and remove it from active quests.
-Find Children spy in the Followers in FO1
-Finding Sulik's sister in FO2
-Having 1 or 2 intelligence in certain parts of both games
