It's effect takes place when you cast spells, so it's not indicated by the skill screen. But you will see the result in any spell you cast.
which of course means you should be buying (or making) fort magic potions as well.
you can stack the effects of small, strong, and ultimate potions all at the same time.

also entirely necessary to reach peak enchantment values. some items in the game have 1000 enchant space points, and to get there, you are going to have to load yourself up with environmental boost gear, and then quaff one of each fort magic pot.
I think you need around 150 skill in enchat, then wear a sun amulet and quaff all 3 pots to make it to 1000 enchant. best I've mangaged is 750 so far.
edit: nope, you only need 120 enchant, and one of each fort magic portion (so small, strong, ultimate) that puts you at 1000 for 5 turns. just tried it at 130 and that put me at 1100.
