The option to interview only shows up sometimes. Any idea why?

In my experience the option doesn't show up if you already have a video in the pipeline so to speak. e.g. if you already recorded a Vlog.
And then it seems specific to the kind of event you're attending

at a presentation you can interview, at the movies only some of them allow it, and at partys you cant
