Report a translation problem
First thing I would advise is to make a bug report, as this is not normal. It could be a problem with your own computer's CPU and an inability to run the game.
If the bug report is not answered within a week, I would advise that you ask steam for a refund (you can do this within a month of buying the game). Then, when you know for a fact it can run on your PC you can re-buy it.
This is just my opinion, it may not be the most efficient thing to do.
