Well his happy jam ability comes in super handy for beginners so I think that keeps him from being in the lower tier.

Like I said, the characters in 5th and bottom tier are really good at the start. Bonnie is like that, and his happy jam does nothing in the higher levels, and bite and bash jam are terrible.

I agree with the tier placement (I guess), I just like a character that is in the low tier [balloon boy (don't kill me)]

I was gonna type my opinion on each of the characters placements here, but it would be less trouble if I just showed my own tier list and see what you think.

Each tier has sub-tiers (top, middle, low) but character placement isn't too specific unless stated otherwise. I'm also taking in account of universal uses. So if they have a move that doesn't work against bosses, that's really gonna hurt their placement.

S-tier (Must haves)

Well he's basically a terrible Freddy. He's a mix of a healer and damage, and that's not right for him. He's just weak.

Chica could be argued to be mid tier I guess, but not really. Party favors is ok, healing song is bad and cupcakes is her only pro.
