My view is if there really was an issue with you downloading the files from the Steam content servers via this method it would be locked down and those without the game subscription on their account would be refused the download.
However, I'm not Valve. That's just my view on it.
I think you can download any Steam game like this (used to be able to at least. Can't check right now as not at home) but 99.9% of games woukd fail to launch if you don't have the subscription on your account.
