Go to the cave entrance near Lilygear. (Use your map) Go to the bottom left corner and climb up using your map till you get to a point where you can go through the wall. Use your map to find it. You'll know you got in when you hear a click. Just walk to the left a little more to encounter Chipper's Revenge.

If you havn't figured it out yet, the map shows
EVERYTHING
Not joking, you can actually see where it is along with lock locations, clock spots, boss encounter spots, passable walls, prety much everything.
You can also move while having the map open.
