Characters are unlocked randomly, just keep fighting random encounters and eventually you'll fight him just like the rest.

I know that characters are unlocked randomly. It's just that there are certain characters that only appear in certain areas of the game after fighting. IF this is true then I wanted to know which area he might be found so... meh.
