What is the encounter rate for Fredbear/Spring Bonnie?

I wonder if it has to do with the amount of characters you have. I have all but Spring Bonnie and Fredbear

No, when you break the game's collision detection you're taken to a cool glitch world, where all the enemies have overpowered attacks.

I got Spring Bonnie in Pinwheel Funhouse. And I beat normal mode but I'm going back to before the boss so I can get Fredbear and Nigthmare. They're the only 2 left.

It's really low, it's sort of lampshaded when you're not in Pinwheel Funhouse, or not using the Find Characters chip. The odds are like something out of the Pokemon games. Lol.
