Why does P.Freddy have both legs in this game?

A lot of the animatronics in FNaF World have had changes from their designs in the other games. It's not "incorrect," it's just an alternate design.

No he wasn't he's a ghost he has withered golden Freddy's model. Scott gave him 2 legs in fnaf world because he has 2 legs

No. His leg was off screen so you wouldn't see that Scott didn't give him legs. Like how phantom puppet probably didn't have a lower body because Scott didn't need to add it
