Did the boy get caught in the storm and then picked up by the institute?

His brother cam home and found him, so the kid started sneaking out o see him and was killed by someonelse?

The younger brother was hold in the Greenwater facility and his memories got surpressed. When the protagonist returned from war, he saw his picture in the news and began to remember and tried to flee. The institute killed him, because he knew too much, and made the escaped soldier look like the murderer. He was then caught by the police and himself interned in Greenwater.

I am not sure, but I think the boy was killed by the preacher. On the swan boat ride there is a silhouette standing on land, that looks like him.
