Make sure to delete all the wav folder contents to get rid of the English voices because there are more English audio than Japanese. If you just copy paste the Japanese files you'll end up with a mix of English and Japanese.
I don't know why they didn't provide both, they could have a separate folder per language and switch from one to the other using the configuration tool or something. The XSEED decisions with regard to language are a little weird sometimes.
The Japanese patch is not replacing much anyway, the English voices cover a *lot* more lines of dialogue than the Japanese voices so what patching them out does is mostly replace English voices with dialogue beeps. I might not have bothered patching otherwise, I left Trails in English for example.
