Correct, except that the game does not secretly contain the DLC. That was the publicly announced plan a long time ago.

Of course, the changes were so big that they decided to change the number from a minor version bump of 1.2 to a major version bump to 2.0.
You only have RG wires after you have done circuit research at least in one save game.
It won't show to new players who have never done that research.
Once you've researched it once you probably know what to do with them.
In a second, or later, game, you have the RG wires early and can still use them to set controls on inserters and belts using read and write.
Its actually shocking that the price is so low comparing to content.
Crappy games, playable for 6 hours cost more, small DLCs for big games cost more, in game purchases in other games cost more etc...
When next expansion comes out I won't hesitate to buy it. Well done Factorio team.
