Try updating the GPU driver, or downgrading it if it is fully up to date.
the problem is Ansel a game-recording feature for Nvidia cards, try upgrading or resinstalling your nvidia drivers
Wouldn't be at all surprised if Valve botched something here that is causing Ansel to think it has to attach to a newly created rendering context when in reality that context is being destroyed. I.e. maybe the way the Steam overlay detaches itself specifically looks like a new context being created to Ansel.
Simply disabling the Steam overlay is something worth trying.
