Chemical Plant is missing.

I play in Creative mode with everything unlocked and want to build some chemical plants, but I cant find them anymore. Searching doesnt help and just shows chemical science. Only mods are "Change Map Settings" and "clean floor", so they shouldnt do anything related.

Look at the oil processing technology to see if it's where it's supposed to be in the tech tree at least.

it is there. I can give it to me via commands but cannot craft it. the plastic recipe is also missing

Try this console command (it will disable achievements):

/c game.player.force.reset_technology_effects()

It re-unlocks recipes and re-applies bonuses from the technologies you already have researched.
