And yeah I do not know whose smart idea it was to use the exact same graphics for both of them.
You can easily compare the two using the rich text in the blueprint comment area.
For an item, such as electronic circuits use the two options side by side:

I'd vote for design flaw. If they hadn't added the ability to control recipes with the circuits the recipe icons wouldn't be there and nobody would select the wrong one. Perhaps design flaw is extreme and 'oversight' would be better. The same icon pairs existed in 1.1 yet they were never picked in error or confusion since the usage space for one didn't overlap that of the other - except for direct typing in rich text and then I'm at fault for picking which one and there's no 'confusion'.
Since the just changed the icons for the tools, perhaps they can make the recipe icons somehow include the fact of recipe not item/entity/fluid. Cheesy perhaps, but just the extra "gear teeth" in the crusher recipes makes them obvious. Temp fix could be to add that to recipe icons.
