Does the solar panel to accumulator ratio stay the same on other planets?
Is it still 25:21?

No, the planets have a multiplier to solar power, there is a table about the values on the wiki:

Vulcanus has solar panels produce 4 times as much as on Nauvis, Gleba only half, fulgora a 5th and aquillo a tiny 1%.

EDIT: The ratios below are wrong since they don't account for day/night cycle length
So on vulcanus you would end up with a ratio of 6.25:21, or 25:84 but on gleba your ratio would be 50:21.

This does not take into account that each planet has a different day length. I've noticed Vulcanus has a night so short that solar panels never fully go offline. On Aquilo poor power from solar panels combined with long night make solar very unfeasible for Aquilo.

Right, I forgot about that, vulcanus and fulgora have shorter day/night cycles (1.5 and 3 minutes compared to the 7 of nauvis).
Gleba (10 minutes) and aquilo (20 minutes) have a longer cycle instead.
