Yes they do, once a base with 2 bitter spawners and 1 big worm spawnned "inside my base" over water

In my current game I feel they spawn too quickly. While laying tracks to a remote ore field (>500 tracks) I had to clear the three enemy bases which blocked the path multiple times for they (immideately) respawned.
Sometimes I wish I could massproduce a clone army of my own.

the advanced diagnostics screens - f4-f7 or 8 will show by default green circles, these are the chunks where they could build new bases, just move neear these and plant a piece of raid, conveyor or wall and these circles should vanish, if i am not tottally wrong, the area of influence is 3by3

I believe I read somewhere that biter bases won't spawn within 100 tiles of your placed objects.

This, in various 'starter tutorial' series people often point this out as a way for new players to cope with a growing biter threat.

By placing belts or power poles out spread around your base you can "push out" how close bases can spawn. Effectively securing your foothold and preventing too much attraction.

of course airfilters (mod) can also help to stay hidden from them

The caveat being that once you're sufficiently advanced enough or just throw in mods to make it easier - then biters are no longer posing a problem regardless. Which makes the whole tactic a moot point.

Ultimately the mindsets and tactics/tools available to a beginning player, a more experienced player, a veteran player and the modder are going to be very different from one another.
Its a problem that frequently pops up in these kinds of games (doesn't matter whether its modded minecraft, factorio, space engineers, terratech) - while well intentioned. Veterans frequently come with solutions that are leagues ahead of the problem the player asking the question is facing.
