You can always do the math when you are not sure.
The rocket silo has a base speed of 1 so we can directly take rocket parts for the time to craft, they take 3 seconds each.
You need 100 rocket parts for a launch and it gives 1000 white science packs, so we start with a simple math of 300 seconds for 1000.
1000 / 300 = 10/3 = 3.33333
But the rocket launch itself takes 40.33 seconds and we need to insert the satellite (ideally from a chest with a fast inserter to minimize the time).
Chest to chest fast inserters have 2.31 cycles per second so it takes about 0.44 seconds for the insertion.
1000 / (300 + 40.33 + 0.44) = 2.9345...
So in ideal conditions you could get about 2.9 per second, the 2.7 probably accounts for slightly less ideal conditions like taking from a belt and with a yellow inserter for the satellite.
