There are mods to adjust inserters but it's better to first get used to how they work.
Like fel said, they'll grab from the near side first, so you can "control" which side they grab from by only giving them one side to grab from.
You can also use a fancy-balancer to ensure that the inserter drawing from one side of the belt causes a draw on two sides of the belt upstream.
But even mods can't really mess with the preference for the near side of the belt. Bobingabout TRIED, but that turned out to run into some really weird implementation issues (I think outright crashing even?); changing inserter-DROP behavior isn't a problem for mods, nor is adjusting which tile the inserter grabs from...
but the pickup behavior is fixed.
Also, what is it you're trying to do that this is a concern?
