Personal roboport is for construction bots that you carry with you only - no effect on logistic bots.
Placing ghosts of buildings is possible without blueprints - just hold Shift while clicking to place it. Then bots will do it if it's within their range.

Sorry to be dumb. Let me confirm: there is no way via this that I can say: I want to be filled up in my personal Inventory with, say, 1000 iron plates + 500 rails? I'm not ready to construct yet, and I will want to construct way away outside Roboport range, but I'd just like you 'bots to come top me up (not just leave stuff in the Logistics Network/chests)? Or perhaps that can be done and I am failing to grasp this...?
You must exactly specify what you want in your 'Character logistic slots'. When in range of bot network, bots will try to deliver these things if your inventory is lower than specidifed.
It's a technology to research and adds additional options to your inventory.

In the middle between inventory and crafting - do you have it?
So I never needed Personal Roboport for this. All I need is Roboport, Logistic Robots, Passive Provider Chest. If Passive Provider has 50 Coal, I have 0 coal, and I set my Logistics to demand 50 Coal, they do supply me. I don't know what I did wrong to test that an hour ago which didn't work, but now it does.
So I always had what I wanted. Now that I have a Peronal Roboport I can use that as supply for Construction Robots, if I ever build them, that's all it's for.
Blueprints are pretty simple. What turns you off of them? The many buttons and areas of the interface? Not knowing where to find them or store them? I'd like to help you get to use them.
One thing: will construction bots actually help me construct things --- not buildings --- I order in my inventory? Say I order 200 plates in my inventory to start being turned into cogs (no cogs in the Logistics network). Would bots come help me do the work? I suspect not...
