Nope, and even if you kill the lake with a landfill, any pumps you've placed will continue to function.

...I'm sure that'll be patched eventually.

I thought that number next to the water drop meant lake level or something... guess not though?

From what I can tell about the game, terrain is pretty binary - it's either water or land, and if it's water then it will remain water until you use the landfill tool to make it land. That's why suggestions about things like mountains and elevation (I think) won't be implemented, because the terrain is actually just flat.
