Report a translation problem
One of the reasons being that with the amount of work required to make all of the sprites needed, most artists get together with a modder and make brand new enemies (or machines and such) instead of "skins" for existing enemies since way less people would download those.
there is a mod called total automization which adds essentially that in factorio textures, mixed with unit control it becomes like an RTS.
sadly i don't think it's in green army men texture haha, probably possible to make a quick version of total automization where all the units are green and plastic looking !!

That is only a portion of what OP was asking though and it doesn't even remotely touch the whole "army men" that was the core of what he was asking though.
But hey, since I'm ignorant maybe the whole "army men" was just a side thing and what OP really wanted was the RTS style stuff.
If it's the latter, I don't think it would be too hard to run some color filters on the default character graphics, and it shouldn't take much code to swap in the new ones. Something a decent modder could get done in a day, I'd think...
Unfortunately, while melting on death would be really neat, it's more work to create new death animations.
