that second bar is just another rocket being built beneath the first one so you can rapid fire them.
to launch the rocket you need to put a satellite into it, and have a cargo landing pad placed somewhere in the world
i just know you cant launch an empty rocket, and you cant insert a car, tank, or train to ride the rocket like you used to.
The catch is that to launch a rocket, in 2.0 base, you also have to have a landing pad built. Anywhere on the map, not necessarily next to the silo. What goes up must come down, and the silo is only the place to 'go up'. Need the landing pad for the place to 'come down'.
Once the landing pad is built, the rocket's GUI will include the button to launch.
Sadly, true. I like the visual of 'riding the rocket' and miss it. You also cannot 'enter' the silo like you could in 1.1.
