Yeah, I uh... I wonder why it does less damage. OP are you the type that likes guns like the AWP or other super sniper weapons that 1 shot kill to any part of the body from any range?
Yes, It's 100% game balance. The thing has RANGE for days, And it pays for that in damage output and inability to manually target biters themselves and only able to auto target the nests.
The ammo for artillery pack quite a range, and with every upgrade it gains more range, which is massive. It easily dwarves cannon ammunition, which only tavels 30 tiles.

As for more ammo variety, I disagree. I would love myself more toys, but with how the combat is now, you would just pick the best one and use that one. And even if you were granted new shells, you would just leave the old ones, since the automated factories are all set up. Looking up close at the destruction is 0.01% of the artillery uptime, for 99.99% of the time a difference in shells would not matter at all.
Now there is an actual downside because of the high cost per shot + stronger nests.
Even with the 100% damage buff they usually require 2 hits per nest by the time you can make them in bulk (if you play with evolution) unless you are far into the endless damage research ( stage ~6 should suffice to kill nests with one hit at max evo)
