The main reason you are not finding them is probably because they have not been updated for version 2.0 yet.
They are both present for 1.1.110 (last version of 1.1 that should not get removed from the betas).
I want to download a MOD! Not manage my bank account! Why do i need a username and password? And when you make an account, it still doesn't work, because you didn't buy the game with THAT account...
In part, to prevent people who have an illegal copy of the game from using the mods as an encouragement for them to buy it.

on the mods.factorio.com site, if you look on right-hand side it tells you for each mod
* whether is a content mod or localization mod etc
* when it was last updated
* what versions of factorio it works on
* download size
Personally, I never did though. The ingame mod menu is much more convenient imo.
There's a way to link your Steam and factorio.com accounts that will let you use it from the website instead of the internal mod manager.
As for why they made it like this, the answer is pretty simple, basic users wouldn't know and would just constantly post bug reports.
More advanced users that would understand the implications of using a mod for a different version of the game should also be capable of editing a text file with a notepad, and the mod portal is specifically made so we can pick the version we want as well.
They did make a number of breaking changes with 2.0 that mods which interact with those things will need updates for. The tech tree has been refactored a bit, prototypes have changed to accommodate new features like filter inserters being removed since all inserters can filter now. I know a major Bob's Mod is that one that adds more inserter options - requires an update to work.
It would be a poor user interface to be letting you load in mods that have a chance of making the game unable to start because they're for the legacy version. Not without a big red override button at least.
Something along the lines of "Ya! I know what I'm doing. Leave me alone?"
The same button also disables the bug reporting mechanisms completely - because "I know what I'm doing."
Sadly that is because us customers. You might think that is is a simple "so be it" but people become ferocious when something breaks or doesn't work. You open the box of pandora for mod maker being harassed, because their 5y old mod doesn't get updated anymore. It is already cringe when people get upset, because their favorite mod doesn't get updated fast enough.
