Platform sections
In my current game, I'm about to head over to Aquilo for the first time. Last time I played, it took me like 300 trips before I was able to bring everything I needed to get started. I'd like to be better prepared this time.

On the platform, you create a section. In that section, you specify what you want automatically delivered to the platform. So, for example, I've got a section named "rocket silo" with all the cement, steel, etc. needed to build it. I want to add another section with the parts for a couple of rockets (100 ea of blue, LD, fuel). But it won't bring up the additional 100 blue, since I've already got 200 to make the silo.

Is this simply a case of "well that's the way it is, so just live with it"? There's no way to make the parts in the different sections accumulative?

I'm 95% sure that it really is cumulative, so something else is going on. Some things to check:

  • Are you're requesting blue circuits from the right planet?
  • Are all the sections enabled?
  • Do you actually have the needed blue circuits on the planet in the logistics system?
    • Note that you need 300 blue circuits to fill a rocket, so the silo will wait for you to have that unless you change the minimum rocket size in the request
  • Are the silos busy fulfilling other requests?
  • Are your logistics bots busy doing other tasks?
  • Do you actually have a rocket ready to launch?

Some diagnostic tools you might look at:
  • Does mousing over the request give any information?
  • You can use logic wires with a silo to read what requests are being made

That's good news. I must be doing something and I'll check into it. Thanks!
If you hover over one of the requests there is a "satisfaction" counter that also lists the total that the platform is requesting.

My money would be on the following scenario:
Requesting 200 Blues from one planet
Requesting 100 Blues from another planet.

So you're maintaining a supply of at least 200 blues by 'one planet' and the 'another planet' only maintains a supply of at least 100 on the space platform.
In this case the requests are not cumulative, as requests are only cumulative per source planet.
Which can also be annoying to set up in the requests, as you need to set a request per item, per planet, but per section you can only have one request for a specific item. So if you want multiple planets to supply the same item, you'll need to have a separate section for each planet you request it from.

In your case, I'd recommend setting up a request for 200 blues, plus one for 100, each from the same specific planet.
Then do the same for each other planet that you also want to have help maintain the supply of 300 blues on the platform.

You could just request 300 blues from each planet, which is easier to set up in the requests, but my personal preference is also to have seperate sections per goal.
Which causes me to have 'rocket silo supplies from nauvis', 'rocket silo supplies from vulcanus', etc.
And 'rocket assembly supplies from nauvis', etc.
The list quickly becomes huge, which is a hassle to set up and it's not as clean and clear looking, so I think I'm just going to make a separate ship per planet that picks up at only one planet and only unloads at all the others.

You can even request multitudes of specific blueprints. Make a copy of a blueprint and put it in your hotbar. Go to the platform hub, take the blueprint and click with it on the add section button. It will request all the materials needed to construct the blueprint. You can than click on the small square button nexto to the name of the section and request 2x or 10x the amount of materials.
Note that the platfrom will still request whole rocketloads of each item. So if you for example need 5 power poles, it will request 50 ( one full rocket). It will however deduct it from the cargo hold, so if you already have 50 power poles on board, it will not request anymore, since you already have enough.
