The only other possible reason for why the belts cannot be placed would be that the platform foundation under the belt has not been placed.
Since you can void materials by using an inserter to toss items into space, it's possible to mess up your build so that you're throwing away items you don't mean to.
(also, it may be possible that you made a mistake and didn't actually send up 200 belts even though you meant to)
I fetched the link to your screenshot. And I see no belt on the hubs inventory.
You request 100 red belts from land, but it is highlighted red because no silo on land has available red belts to fulfill this request.
Your inventory is left side, you requests are center, your routes are to the right. Request is not enough, you need the land side to have available item to fulfill it.
Same goes to space tiles, you have shortage, so if you put belt on ghost space tile is will be ghost until this platform receives sufficient tiles and belts to fill ghost requests.
Not the worst mistake ever made, happens to everyone occasionally. )
