how can buffer chest act as passive provider?

To do that you basically have to implement all the logistical math with circuits yourself. That means counting every item put into and taken out of every logistics chest by inserters etc. Have trash unrequested enabled. And set the request counts for each chest based on your counting circuits to force bots to move the right amount of items from one chest to another. Basicly you would be re-implementing the logistic network with ingame circuits.

While it is possible to do it is much easier to just use an actual passive provider.

Why do you want it to act as a passive provider when you can use a passive provider?

If you want it to work as faux passive provider while it still acts like a buffer chest, you can wire an inserter to stop filling the buffer chest at the half way point and then have the buffer chest request the maximum amount of that item. Items stored in active provider chests will fill the buffer chest first, storage chests 2nd, and passive providers last.

Requester chests can then be set to request items (and you can tick request from buffer chests). They will receive items from active providers first, storage chests next, buffer chests next, and passive providers last.

If you don't use any passive provider chests, buffer chests will act mostly like a passive provider chest with the ability to request items if all other requests are filled.

Is your question secretly about requester chests not doing what you expect? You have to enable the "request from buffer chests" option in their menu.

I use one in the middle of a production chain, belts as a good example. Circuit limit the output inserters to the buffer chest to whatever you want kicking around, and set the buffer to the same or maybe higher. That way when I deconstruct old sections, those belts go to the buffer chests instead of new ones made.

requester chest is plenty good. its the very reason why bot mall blueprints are all over the blueprint site.

The way I do my buffer chests:

-Create the segment where the chest will be + your in out inserters.
-Just before the buffer create a splitter and set its priorty output away from the buffer.
-Run the bypass around the buff chest and reconnect it at the other end.
-At the joining point, ensure that bypass has priority on loading (making the buffer side load with a belt).

Chest will now only start filling when belt is full and the splitters output priority can't be met therefore sending extras into the buffer.
