The shattered planet isn't in the system. It's past the system edge, and IIRC somewhere in the game describes it as interstellar travel.
A lone guy who was scouting the system and crash landed with enough of the database and tools intact to build everything from the ground up again. It's not Joe from Accounting who crash landed on that planet.
