No. The "fusion reactor" in the DLC has nothing to do with the (thing formerly known as) fusion reactor in the base game.
I only have the DLC now so I don't know if it is removed from the base game, but I wouldn't have thought so. A lot of the things in Space Age are still available for Vanilla, but I don't know. The fission and the fusion reactor are, however, not the same thing.

The one with the new graphic has the same stats as the old one with the old graphic. The new one with the old graphic is the improved end-game version.
You do have the base game. Turn off the 3 DLC mods (Space age, Elevated rails, and Quality) and you have the base game. The only difference between the non-DLC base game and the DLC base game is that the DLC version can load those 3 mods and the non-DLC version cannot.
Before they patched it, it was actually possible to load those mods in the non-DLC game, and it was surprisingly easy at that. They fixed that, and I won't say when, so don't bother trying it now. The point is that having the DLC does not mean not having the 'base game'. Anything you see in your non-SA base game will match, exactly, anything I'd see in the non-DLC base game.
