Ok, you have to visit all other planets to get to aquilo...
The tier-1 and tier-2 quality modules, the quality system itself, and both uncommon and rare quality are unlocked on Nauvis. The tier-2 module requires Space Science (white), while the tier-1 only requires green science. The tier-3 modules are unlocked with Fulgora's science. The epic quality is unlocked with Gleba's science. The final, legendary quality is unlocked with Aquilo's science, and Aquilo itself is locked behind all the other 3 new planets.
So, already on Fulgora, you can unlock the tier-3 modules. If you go to Gleba next you can also get the epic quality. You already can get, if you haven't, the tier-2 modules and up to rare quality. Last you'll have to use Vulcanus to unlock Aquilo so you can get legendary quality. All of which helps make getting the promethium chunks a bit easier.
I just put off quality altogether untli I had that and now I'm doing it, and enjoying it in a perverse sort of way. Legendary stuff is completely over powered. I got one legendary electromagnetic plant to saturate a stacked red belt with green circuits.... so that's more than 240 a second. One single plant. Jeebers.
