Another thing, for all resources, is that they are 'placed' by the generator before the terrain is, so where the oil 'is' could be under water by the time you get the map. The more water there is the more it can happen.
You could get the map exchange string and do a preview of the map as if starting a new game. That is, iirc, 32 chunks square in the preview.
Recommend a train with a couple of fluid wagons. I ran trains to my first (closest) oil field in my current playthrough (sometimes that first field is just that far away) - I have 4 fields tapped currently.
