Thrusters throttle down if they're low on fuel, so you can use a pump with some logic control to limit the rate at which they receive fuel, thus controlling their speed somewhat - it is not a convenient or exact science.

You can make a timer and then have your pumps only pump fuel when the timer is over a certain value. Timers have lots of uses besides handling thruster fuel so it might be best if you built one on your own versus using someone's blueprint.

Put a pump between your fuel and your engines, and then have it turn on and off depending on the desired velocity value from the platform hub. This kind of throttling can save a great deal of fuel. Usually I set my speed around 70% of the maximum to minimize refueling time.
