Report a translation problem
I can't imagine that a mod can do this either because the behaviour you want explicitly conflicts with the "pick ghost item if no items are available " interface setting which implies that the intended behaviour is to either do nothing pick up a ghost when you click on an quickbar slot with no items.

Just take the L, man. It's okay not to know of a mod, lol.
Basically you produce belts at the green science. I have a belt with iron plates and gears, and i just let it go past to another assembler that makes the belts only for building. Then passes the belt further to turn yellow belts into red belts too.
