Do all players in multiplayer need to have the dlc?

Yes, to use any of the 3 expansion mods you must own the expansion. and you can only play together with someone who uses the exact same mods as you.

All players need to have the same mods as the host/server to play together.
It doesn't matter if it's the DLC's "mods" (they are implemented as mods just like how the base game's data is a mod, just not mods that disable steam achievements) or mods from the portal (or even ones you made yourself).

Those that do search get their answer and don't post anything as a result, so we only see those that don't.
It could be interesting to see stats for the search, to see if it's just confirmation bias or if very few people use the search.
