What about higher quality for engines?
I noticed that I never get any engines of higher quality than normal when I produce them via an assembler with quality modules. And if I check that factoriopedia thingy ingame, it it looks like engines don't come with quality. But when I check the recipe for, say, blue science and set an assembler to craft uncommons, it shows up the uncommon engine symbol. And I can set an assembler to craft engines on higher quality.

So, is this a bug that quality modules don't work on engines? And if not, why does the game allow me to insert quality modules even though they don't apply?
If this is done on purpose it makes everything that requires engines down the production chain harder for no reason. This means blue science will produce less efficient and robots will suffer.

So nobody else experiences this? Does that mean my engines are just incredibly unlucky?

I just tested this and engines can get quality just fine. Don't forget that you shouldn't use speed beacons as they reduce the chance for quality.

I get them no problem, same with electric motors. Frames for robots however, I haven't seen one come out of the assemblers yet.

I have no problem and have made rare tanks with them. I have found that since every tier of quality item counts as a separate item, assemblers and the boxes that they are exporting to can get "clogged" when you strike it lucky and a different tier is produced. It might be that some of your assemblers are clogged in this way. Or it could be speed modules nerfing your chances. There should be information on quality % when you hover over a building with a quality module in it.

I just had a similar problem completely bring down my entire factory. I had quality modules in a few places and was trying to use filtered inserters to pull the >Normal stuff off the line. They were missing one here and there and the assemblers down the line ended up with no normal quality items to pull from there belts. I had to go all over the place from top to bottom and change so that each furnace and assembler with quality modules had two filtered inserters, one to pull normal items out and put them on the line and another filtered inserter to pull >Normal items out of them and put them in an active provider chest to get pushed into the network storage. It was a mess.

But all of that is not an issue with me. I don't use beacons, nothing is clogged. The two assemblers with one quality module each do have a combined 1000 items produced but not a single one of higher quality yet. There should be about 10 right now. Maybe I just got unlucky and the sample size is too small.

Another solution is to filter the belt using a splitter
