EDIT: Sorry, didn't see you don't have access to the deconstruction planner.
Maybe try Ctrl+Z
Ctrl+Z doesn't work because there are a bunch of other commands that are ahead of it and I don't want to undo all my progress.
Check your Control settings in Main menu -> Settings -> Controls in the Tools section "Make new deconstruction planner" and see what that key binding is. Also search (Ctrl+F) for "Alt + D" and see if it is attached to something else.
I made a 100% fresh install and it works in SA and Base. Also tested in a fresh install of non-DLC 2.0.
Last thing, if you're on Linux you might have the OS set to treat the two ALT keys different and only one will work this way in Factorio.

Except for the last part, all good. The Alt+D option is set to the decon planner by default and it works on a fresh install in the first game seconds after the cut-scene ends. The move to left result is either from rebinding the keys or the OS not passing the ALT half of the key press, which can happen in Linux, for sure, Mac/Win I don't know. (I know it works because I tested it before suggesting it.)
Console commands brick achievements I think.
It has been so many years since I started playing the game, that I forgot what it's like to start playing this game the first time.

Edit: The WIKI says:
Any other changes to map generation or using the debug modes does not disable achievements.
I didn't look at everything in the link in the above text. Way too much information. Maybe I'll look at it again later.
I think this is one of them that explicitly doesn't, but you can immediately tell by looking at the achievement list after you enter it and reload the save if it did.
This is a global option after you reach robots it's unlocked in every game.
