I've seen other publishers sell DLC "packs" that include other (mini) DLCs, so that sales model isn't unheard of (on Steam):
Something like:
* Quality Mod: $10 DLC
* Elevated Rails Mod: $10 DLC
* Space Age Mod-Pack: $35 DLC (with appropriate discounts if already owning Quality and/or Elevated Rails)
you don't need to change anything just go to the mod manager and un-check space age and leave elevated rails checked.
But get someone who haven't bought the expansion to try to load the rails mod and see if it works and then report back. I'm assuming it won't work based on what the developers say. But would be interesting if it did work.
But if you have bought the expansion you've got the .exe required to load the rails mod, so just trying to play "vanilla" with your .exe is obviously going to work.
Unless you "patch" the .exe yourself, or make other modifications, placing a copy of the rails folder in the non-DLC game will give you a nice, non-threatening, error message.
That don't mean it cannot be done. I can do it, and I could share a video as well. I don't do that because I don't need to - I paid for the expansion, just haven't registered the Steam key. Don't know if I will either.
