You may have some personal notion about what DLC should cost, but that has no impact on how the world works.
What you should consider is not caring about what the base cost and consider what the DLC contains. If the DLC does not contain enough for you to justify the price to you, it is as simple as not buying it.
Your thoughts on what you feel the price should not be does not change anything :(
