In fact, this is your primary source of both copper plates and plastic on the planet. YMMV, but in all my hours and varying production focuses on the planet, I've never had to craft a plastic bar on Fulgora. It's things like copper cables or electronic circuits that tend to require supplemental production.
But if you really need coal, an orbital mining operation can be a rather convenient way to supply any planet with lots of carbon and sulfur, which can be used to make coal ("Coal synthesis") if you have the relevant research.
(sulfur can be made on planet if you can't make it in space yet)
Is dropping it from orbit the only way?
You can't easily "brute force" production like this. But yes, that is the only way.
People can play how they like.
