You could pulse a signal to enable/disable some of the turrets (just for a single tick) on a timer or use target filters to "reset" the targetting and cause them to target the closest ones.
Alternatively, you could take that as a hint that you are not dealing enough damage to asteroids, this is rather common when you start to go beyond the first set of planets, towards Aquilo and beyond it.
More railguns sounds like the answer. Get as many as you can in the front.
This is the way. I expanded my ship and left what was the first ring of turrets and that worked out beautifully.
